What can I do to fix QuickBooks Error 1603?
There are a few main methods to undo this error and proceed with your regular operations. It is recommended that you follow the solutions in the order shown below. Solution 1:

QBinstallTool.exe needs to be installed
Download this file and save it on the desktop
Close all other programs
Double click on the file to run
After the diagnosis is complete, reboot the computer
During installation, make sure you are well connected to the internet

Solution 2:

Repair MSXML 4.0
Based on your operating system, there are a few different steps to be followed to repair this file

For Windows 7 or Vista users:

Click on Windows Start
In the search field, type in exe /fvaum “D:\QBOOKS\msxml.msi” and click Enter. If the drive you use is different, accordingly replace it in place of “D:\”.
For Windows XP users:

Click on Windows Start and go to Run
Here, enter exe /fvaum “D:\QBOOKS\msxml.msi” and then click on OK
Solution 3:

Use the QuickBooks Diagnostic Tool to solve the error
To resolve errors based on the Microsoft .NET Framework and other such programs, this tool needs to be downloaded.
Log in to the system using the Administrator account
On your browser, search for QB Install Diagnostics Tool
Click on it, complete the download and save it on the Desktop
Close all other applications
Double click on exeand select Run
Allow it to complete the diagnosis and repair QuickBooks
